HENTIKAN PEMBUNUHAN TERHADAP PEWARTA MEDIA November 23, 2010

Solidaritas terhadap 1 tahun Pembantaian Pekerja Media (23 November 2009) Ampatuan, Filipina November 22, 2010

Insiden yang terjadi pada 23 November 2009 itu berawal dari undangan
Wakil walikota Esmael “Toto” Buluan terhadap 37 wartawan untuk meliput
pengisian pendaftaran pencalonan nya sebagai gubernur di kantor Komisi
Pemilihan Provinsi di kota Shariff Aguak, provinsi Maguindanao. Undangan
terhadap para wartawan tersebut merupakan langkah untuk memastikan
keamanan dirinya, menyusul ancaman dari lawan politiknya dalam
pencalonan gubernur saat itu.

Rombongan konvoi enam kendaraan terdiri dari para jurnalis, penasihat
hukum dan keluarga wakil walikota Mangudadatu meninggalkan Buluan menuju
kota Shariff Aguak. Sebelum mencapai lokasi tujuan (10 km sebelum
Shariff Aguak), konvoi dihentikan oleh 100 tentara laki-laki yang
menculik dan kemudian membunuh sebagian besar dari anggota rombongan
tersebut secara brutal. Terdapat bukti bahwa setidaknya ada lima korban
perempuan, empat diantaranya adalah pekerja media, yang mengalami
perkosaan. Seluruh korban tewas dengan kepala terpenggal.

Latar belakang politik lokal di salah satu wilayah termiskin di
Filipina, yang memakan korban para pekerja media ini, juga sangat rawan
terjadi di Indonesia. Adanya persaingan antar dua kekuatan yang
diprovokasi oleh kedekatan salah satu pihak dengan penguasa di tingkat
pusat cenderung berujung pada kekerasan ketika mendekati pemilihan
kepala daerah. Pada kejadian di Filipina tersebut, Klan Ampatuan yang
sangat berkuasa di provinsi Maguindanao menjadi kantong suara Presiden
Gloria Macapagal-Arroyo saat itu.

Dengan mengenang insiden pembantaian Atampua ini, JRKI ingin mengajak
teman-teman pekerja media komunitas untuk bersama-sama membangun
solidaritas internasional terhadap sesama pekerja media. Menuntut
pemerintah Filipina untuk mengusut kejahatan tersebut sekaligus akan
mengingatkan bahwa kita yang berada di Indonesia adalah bagian penting
dari kekuatan komunitas global yang menuntut terjaminnya hak komunikasi
sebagai bagian dari HAM Universal.

AMARC10 Conference Sets High Objectives for Community Radio Movement November 22, 2010

13 November 2010, La Plata, Argentina. The tenth Global Conference of Community Radio broadcasters, AMARC10, hosted by AMARC Argentina, gathered together more than 500 community radio broadcasters and stakeholders from 87 countries in la Plata, Argentina, in what was the first global conference to be held in South America. Speaking in the closing ceremony of AMARC 10, María Pía Matta, the new president of AMARC, called for increased solidarity for persecuted community radio broadcasters and deepening the social impact of community radio to face the challenges of humanity in the 21st Century.

The weeklong conference participated by grassroots broadcasters and activists and well-known freedom of expression advocates and communicators; adopted the la Plata declaration, elected the members of the international Board of Directors of AMARC global network; gave, in its sixth edition, the solidarity prize to the Haitian community radios for their role in supporting the population after the February 2010 earthquake. AMARC 10 also adopted the strategic lines of action for 2011-2014 assembling in part the rich content exchanges and recommendations from plenary, seminars and workshops on reinforcing the social impact of community radio in development, democratization and recognition of diversity of societies; on creating enabling environments for community radio development and; on ensuring social, economic and political sustainability of the sector at local, regional and international levels.

The World Association of Community Radio Broadcasters, AMARC and its member in the Philippines KODAO Productions are calling on all community radio broadcasters to participate in the Global Day of Action on November 23 to mark the one-year anniversary of the world’s biggest atrocity perpetrated against journalists. This Global Day of Action follows a Resolution of AMARC 10 that was unanimously approved in La Plata, Argentina on 13 November. The Global Day of Action is being commemorated in coordination with the International Federation of Journalists (IFJ) and its affiliate, the National Union of Journalists of the Philippines (NUJP).

Konferensi Dunia AMARC 10 sedang berlangsung dari 08-13 November 2010. lebih dari 400 lembaga penyiaran komunitas di lebih dari 110 negara yang mewakili gerakan radio komunitas global hadir untuk, antara lain, meningkatkan praktik media komunitas; mengeksplorasi strategi untuk meningkatkan pengakuan hukum untuk pengembangan sektor ini untuk menentukan model aksi-refleksi dan pertukaran pengetahuan dan pelatihan, untuk memperkuat pembangunan konten yang menyebabkan perubahan sosial, untuk memfasilitasi keterlibatan perempuan, mempromosikan memberdayakan masyarakat melalui radio komunitas untuk mencari keadilan sosial, pembangunan manusia yang berkelanjutan, demokratis dan partisipatif.

The Universal Declaration of Human Rights of 1948 first recognized the right to food as a human right. It was then incorporated in the International Covenant on Economic, Social and Cultural Rights (Article 11) adopted in 1966 and ratified by 156 states, which are today legally bound by its provisions. The expert interpretation and more refined definition of this right are contained in General Comment 12 of the Committee on Economic, Social and Cultural Rights (1999). The Voluntary Guidelines to Support the Progressive Realization of the Right to Adequate Food in the Context of National Food Security – the Right to Food Guidelines – were adopted by the FAO Council in 2004 and provide practical recommendations on concrete steps for the implementation of the right to food.
